John Morgan - President & CEO


Mr. Morgan directs and manages all company activities. He reviews and approves all policies, directives, and business plans as well as oversees the operations and marketing divisions and provides directions based on company objectives. In the capacity as the President and CEO of Basic Contracting Services, Inc., Mr. Morgan exercises his knowledge of project management concepts, principles, and techniques related to developing, maintaining, and managing large and complex contracts at Federal facilities. He negotiates and manages these projects on a daily basis, and ensures their timely completion. He reviews and assesses information from state and local agencies, makes determinations regarding procedures, schedules inspections, and compliance conformance.

John Morgan manages and provides contract administration to concurrent, geographically dispersed, Federal contracts in New Mexico, Texas, Arizona, Florida, North Carolina West Virginia, North Dakota, and Washington. Mr. Morgan’s contract administration encompasses the management of more than 250 personnel at these locations. Many of our sites comprise multiple services, contracts, and facilities because of our commitment to contract compliance, superior service, and a true working partnership with our clients.

Mark Allen

Mark Allen - Operations


Mr. Allen proudly served 5 years active duty in the U.S. Coast Guard after graduating from the Coast Guard Academy in 2004 with a B.S. in Business Management. His experiences include an assignment as a Deck Watch Officer on board a 210’ law enforcement cutter out of Kittery, ME and most recently as the Waterside Team Leader for an anti-terrorism unit stationed in Boston, MA.

As the Waterside Team Leader, he led a deployable team of over 40 members in support of Operation Neptune Shield to nearly every major port along the eastern seaboard and gulf in conduct of harbor security, escorting nuclear submarines, and waterborne security for the President. Through numerous experiences including drug seizures and national security evolutions, Mr. Allen provides a great deal of leadership and management expertise.

Micahel Sully

Michael Sully - Procurement


Lt Colonel Sully served 21 years on active duty, 3 years as an Airborne Combat Engineer in the US Army, and 18 Years in the US Air Force as an F-4 and F-16 Fighter Pilot, retiring at the rank of Lt Colonel. Lt Colonel Sully flew missions in DESERT SHIELD and Combat Missions in DESERT STORM, and is a Command Pilot with over 2500 Hours in various aircraft including the T-38, the F4, and the F16.

Throughout his career, he has acquired extensive experience in the fields of management, engineering, construction, and environmental issues. Mr. Sully has designed and completed multi-million dollar construction projects, and is familiar with contracting requirements and construction and environmental techniques and issues.
